Measure the complete holder, including raised edges and any sleeve. Record width, height and maximum thickness in the intended display orientation. Check the row behind its retaining lip, rather than measuring the outside of the cabinet. Compare upright rows, inclined tiers and flat presentation with the same set of holders. Keep the grading label readable and allow a card to be lifted without moving its neighbors.
